The incident was reported on Facebook by Bihus.info journalist Maksym Opanasenko. In a comment to the post, Oleksandr Dubinsky admitted in a rude manner that the car was his and said that he had already paid the fine. 
By the way, the 2013 BMW Alpina was imported from abroad.
Judging by the shape of the rear number plate, it is American, and there is a high probability that it is a damaged car.
