Santa Monica Police Confiscate Illegal Electric Bicycles

Santa Monica police continue to fight the illegal use of electric bicycles on public roads. On July 26, law enforcement officers confiscated 12 off-road vehicles which, they say, were being used in violation of the law. These vehicles, although they resemble conventional electric bicycles, do not meet the requirements of California legislation.

Among the main issues are the absence of pedals, high speed (over 40 mph), and lack of certification for road use. Police note that such vehicles create a danger for other road users and generate complaints from local residents.

These vehicles often exceed speeds of 40 mph, lack pedals, and are not classified as legal electric bicycles. They are not permitted for use on public roads, bicycle paths, or sidewalks.

Why Are These Bicycles Illegal?

In California, electric bicycles are divided into three categories, and their legality depends on factors such as maximum speed and the presence of pedals. Most of the confiscated vehicles do not meet these requirements — they were either originally designed for off-road use or modified to achieve significantly higher speeds.

Police emphasize that such vehicles cannot be used on roads intended for bicycles or cars. At the same time, law enforcement is increasing control in response to the growing number of complaints and the threat to safety.

Fines and Consequences

Violators face fines: $100 for the first offense, $200 for the second, and $500 for each subsequent offense. The new rules came into effect on July 9, so police are only just beginning to apply them more actively in practice.

Confiscated vehicles can be returned to their owners, but only after payment of fines and compliance with legal requirements. Police stress that such actions are aimed at ensuring the safety of all road users.
