Accident involving a Dodge Charger and a truck

Initially, the car was driving in a free lane when a large truck pulled out of a gas station. The Dodge driver changed lanes to the right and tried to overtake the truck, unaware that it had begun to turn into the gas station.
The impact was so strong that it damaged the car’s door. The truck drove through the gas station and then continued on its way without stopping. The Dodge driver chased after it, running a red light to stop the truck. At the end of the recording, the victim complained of pain in his back and neck, but it is unknown whether the police were called.

Who is at fault in the accident?
Both drivers share some responsibility. If the Dodge had not attempted to overtake the truck, the collision could have been avoided.
