by In Kyiv, a Chevrolet Lacetti was filmed with a strange device. The car was simply chained to a fence on the sidewalk and locked with a bicycle lock, reports Obozrevatel. 
The photo of the Chevrolet Lacetti was published on Facebook by user Levashov Andrey, and the car was filmed near the ‘Livoberezhna’ metro station. It’s unlikely that the car was thus protected from car thieves. Most likely, the owner is afraid of the tow truck and decided to take this precaution.
Especially since the car was parked illegally.
