Canada Increases Duty-Free Quotas for an Automaker

Canada is implementing special conditions for one automaker, demonstrating a shift in its approach to regulating automotive trade. An unnamed company has received permission to import a larger number of vehicles manufactured in the United States without paying tariffs. This decision is a reward for supporting production on Canadian territory.

Under current trade rules, Canada applies a 25-percent tariff to vehicles from the US that do not meet the conditions of the United States-Mexico-Canada Agreement (USMCA). However, there is a certain concession for manufacturers: each has the right to import a limited number of non-compliant vehicles duty-free. The size of this quota is directly dependent on the company’s production volumes in Canada and is reviewed every three months.

Request to Increase the Quota

Earlier this week, it became known that one unnamed automaker requested an increase in its quota level for the period from July to September. The company explained this by having sold more cars in Canada in 2025 than expected, as well as by increasing local production.

According to CTV News, the Canadian government granted this request, although the exact number of additional vehicles that can now be imported duty-free is not disclosed. Official Ottawa refuses to name the company, citing the confidentiality of financial information. It is important to note that the increased duty-free import limit will only apply provided the company maintains certain production levels over a 12-month period ending April 8.

Who Received the Benefits: Honda, Toyota, or Stellantis?

During discussions about the quota increase, Canada’s Minister of Industry, Mélanie Joly, mentioned Honda and Toyota, stating that “we will support those who invest in us.” She added, “when Honda and Toyota increase their production in Canada, we guarantee they will get greater market access. Period.”

This statement naturally directed attention to these two manufacturers, although they are not the only ones involved in the discussions. Some observers believe that the Stellantis conglomerate could also receive the benefits. This company recently expanded production at its Ontario plant by adding a third shift, meaning increased output and more workers.

However, the timeline somewhat complicates the situation. In October, Ottawa cut Stellantis’s import quota by 50% after the automaker abandoned plans to reopen its production facility in Brampton. This decision still affects the situation, leaving open the possibility that the mysterious beneficiary could be a completely different company.
