Kazakhstan government bought Cybertrucks because Tesla cannot sell them at home

Recently in Kazakhstan, an unusual use of the Tesla Cybertruck was noticed: these electric pickup trucks have begun to be used by government services. One of them, in matte black, has joined the ranks of the State Security Service, while another, in white, is already working for the Ministry of Emergency Situations. This happened against the backdrop of the start of Cybertruck sales in the Middle East.

Sales problems in the USA and new markets

The story of Cybertruck sales in the USA is well known. Even before the electric pickup appeared in showrooms, Elon Musk boasted that Tesla could sell up to 500,000 such vehicles per year. However, reality turned out to be less optimistic: in 2025, American buyers purchased just over 20,000 Cybertrucks. Although interest in the model is waning in the USA, it is slowly conquering other markets. Kazakhstan is one of them, where several pickups are used by government agencies, proving that the car’s controversial design has its advantages.

Cybertruck in security service

In mid-May, a matte black Cybertruck was used by the State Security Service during the Summit of the Organization of Turkic States in the Turkestan region. Equipped with blue and red flashing lights, this Tesla was donated to the authorities by a local entrepreneur. Initially, it served as a mobile command center, and will subsequently play a key role at major security events across the country, coordinating the work of units on the ground and ensuring communication.

Second Cybertruck for emergency situations

This is not the only Cybertruck on the roads of Kazakhstan. The Ministry of Emergency Situations has also added one such pickup to its fleet. This vehicle is matte white with orange and blue graphic elements. According to Vice Minister Yerbolat Sadyrbayev, this pickup has proven itself well in the difficult terrain of the Almaty mountain region.

“Our ministry deals with situations where help needs to be provided as quickly as possible, and every minute counts. The Cybertruck has proven to be extremely effective in responding to various emergencies. It is about saving human lives,” Sadyrbayev told Kazinform.

The Vice Minister added that the government plans to replenish its fleet with additional Cybertrucks, although he did not specify the exact number.

Global context and prospects

At this stage, Tesla seems ready to accept any order for the Cybertruck. Since sales in the US fell from 39,965 in 2024 to 20,237 in 2025, the company is seeking to sell the pickup wherever there is demand, even if it is only for demonstration. Earlier this year, Tesla even began sales of the electric pickup in the Middle East.

“Our ministry deals with situations where help needs to be provided as quickly as possible, and every minute counts. The Cybertruck has proven to be extremely effective in responding to various emergencies. It is about saving human lives,” Sadyrbayev told Kazinform.

Interestingly, Kazakhstan, which is not a traditional market for electric vehicles, is becoming a kind of testing ground for the Cybertruck in real-world conditions. The use of the pickup in mountainous terrain and at security events indicates its potential as a utility vehicle, rather than just an image toy. At the same time, the drop in sales in the USA and the search for new markets show that even for such a high-profile product as the Cybertruck, global success is not guaranteed. Perhaps it is the niche application in government structures of different countries that will become a new way for Tesla to maintain interest in this model.
