California launches new electric vehicle rebate program

California is introducing a new $3,500 rebate program for electric vehicle buyers. This decision comes in response to the repeal of the federal tax credit for clean vehicles by the Trump administration last year. Governor Gavin Newsom announced that residents purchasing their first electric vehicle will be able to receive the rebate directly at dealerships.

The program, called MyFirstEV, takes effect this summer. It is funded by a new law that allocates $135.5 million for an “affordable clean car future.” These funds are to be matched by an equal share from participating automakers.

Program conditions and special exceptions

Under the terms, buyers of new electric vehicles costing up to $50,000 will receive a $3,500 rebate. For used electric vehicles priced up to $25,000, a rebate of $1,750 is provided. Importantly, vehicles must not exceed a curb weight of 8,500 pounds (3,856 kg).

However, the program has an interesting nuance: for companies that manufacture electric vehicles and are headquartered in California, the price cap does not apply. This means that manufacturers like Rivian can sell their vehicles without regard to the price ceiling.

If a court of competent jurisdiction holds subsection (2) invalid, the remainder of this section shall remain in effect as if this section did not include subsection (2).

State authorities acknowledge that this provision may be unfair and even illegal. Therefore, a special clause has been included in the law: if a court strikes down the rule for California companies, it will not affect the rest of the program.

Political context and achievements

Newsom’s office reported that California surpassed the milestone of 2.5 million electric vehicles sold in January, significantly exceeding the target of 1.5 million. Additionally, the state has 200,000 public charging stations.

Specifically, the cap on the mobile driver’s license pilot program has been increased from 15% to 60%. This means that millions of Californians will be able to obtain digital licenses. It is known that since August 2023, over 3.5 million residents have applied for such licenses.

Other changes are less noticeable but aimed at reducing costs and optimizing operations. They include eliminating certain postal notifications, ceasing the printing of paper driver’s handbooks, and modernizing methods of communicating with customers regarding registration renewals.

These steps by California demonstrate how individual states can independently stimulate the transition to eco-friendly transportation, even when federal support disappears. The special conditions for local manufacturers raise questions about competitive equality, but the state has deliberately built in a mechanism to protect the program in case of legal challenges. At the same time, the DMV modernization indicates a comprehensive approach to improving transportation infrastructure and services for citizens.
