Demand for Luxury Cars Suddenly Decreased in Ukraine

What’s so strange about that? It would seem logical, however, in previous years (except for 2022), Ukrainians bought an impressive number of expensive cars. Moreover, over the 2023-2025 years, they imported very exclusive and expensive cars, in particular, an Aston Martin supercar for almost $3 million! But…

According to official data from the Ministry of Economy, published by the “Opendatabot” platform, the number of luxury cars subject to the transport tax — also known as the luxury tax — has significantly decreased.

Interestingly, in 2025, the Ministry of Economy significantly reduced the list of models taxed at 25,000 hryvnias. If in 2024 this list included 468 models, now there are only 350 left. Well-known brands such as Ferrari or McLaren are absent from the list.

For comparison, during the same period last year, 448 luxury cars were imported into Ukraine — 3.4 times more, and in 2023 — 584. However, looking at the statistics since 2021, this year marks a 42% increase in luxury car registrations.

The most premium cars are bought in Kyiv (43%), as well as in Kyiv (13%), Odesa, and Lviv (9% each) regions. It is worth noting that almost half (47%) of such cars are electric vehicles, 23% are hybrids, and 19% are gasoline models.

The most expensive purchases of 2025 were the Rolls-Royce Cullinan Black Badge crossover costing about $700,000 and the electric Rolls-Royce Spectre for $600,000. The highest demand is for Porsche and Mercedes-Benz brands.
