The Verkhovna Rada adopted the law on cars with European plates

In Ukraine, the customs revolution has finally commenced. The Verkhovna Rada adopted in the second reading and in general the draft law No. 8487. It was supported by 250 deputies with a minimum requirement of 226. The law will come into force after it is signed by the president and officially published.

Recall that Yuzhanina’s laws completely change the excise calculation scheme for new and used cars. It will be calculated using the formula: base rate multiplied by age (in years) and engine capacity (in liters) coefficients. The maximum age coefficient is 15, even for cars older than 15 years. For gasoline engines up to 3 liters, the base rate will be 50 euros, for diesels – 75. Over 3 liters – 100 and 150 euros, respectively.

The excise on electric cars will return and will be 1 euro per 1 kWh of battery capacity. On the way to the second reading, the Verkhovna Rada Committee on Tax and Customs Policy introduced an innovation – a discount on customs clearance during the transition period – the first six months of the law. In the first 90 days, a 50% discount will be applied. According to the head of the committee, Nina Yuzhanina, during this time it will be possible to clear customs on already imported cars with European plates. There is no need to leave and re-import the car.

Funds raised during the grace period will replenish the Pension Fund. The Verkhovna Rada adopted the law on cars with European plates

Proposals by supporters of cars with European plates to further reduce customs payments were not supported by the deputies. Also, the parliamentarians refused to extend the VAT and duty benefits on electric vehicles to 2019, but decided to consider them within a separate bill.
