Responsibility for Dirty or Improper License Plates Strengthened en

The Verkhovna Rada adopted the relevant bill, according to which a fine of 50 non-taxable minimum incomes of citizens (i.e., 850 UAH) is introduced for the illegal use of vehicle license plates or their contamination, flipping, etc.

More specifically, a fine is provided for driving a car:

  • without a license plate
  • with a license plate not belonging to this vehicle
  • with a license plate that does not meet established requirements
  • with a covered plate
  • with a flipped plate
  • with a dirty plate
  • with a non-illuminated plate

In addition, part two of Article 121-3 of the Code of Ukraine on Administrative Offenses establishes administrative responsibility for driving or operating a vehicle with illegally installed license plates:

  • of the Armed Forces of Ukraine;
  • of the National Guard of Ukraine;
  • of the National Police of Ukraine;
  • of the State Border Guard Service;
  • of the State Emergency Service;
  • of the State Special Transport Service;
  • of the State Service of Special Communications and Information Protection;
  • of diplomatic missions, consulates, and other international organizations enjoying full or partial immunity.

For driving a car with the above license plates (without appropriate permits), a fine of 150 non-taxable minimum incomes of citizens (2550 UAH) is provided. If a driver is caught on security service plates for the second time within a year, their wallet will shrink by 300 minimums (5100 UAH). In addition, the violator risks losing their driver’s license for a period of 3 to 6 months.

“Amendments to the Law of Ukraine “On Road Traffic” improve the procedure for the production and accounting of license plates, and also create an effective mechanism for preventing corruption risks in the work of the territorial service centers of the Ministry of Internal Affairs of Ukraine,” the statement reads.
