Martial Law in Ukraine: What Restrictions Might Await Motorists

Martial law has been introduced in Ukraine from November 28 (9:00 AM) for a period of 30 days. The corresponding decree was signed by President Petro Poroshenko, and just a couple of minutes ago, he announced it live. Martial law in Ukraine implies a number of restrictions and new powers for the authorities. It will also affect motorists.

In particular, restrictions may be imposed under Art. 33 of the Constitution of Ukraine, which guarantees freedom of movement. The Law of Ukraine “On Martial Law” also allows for the establishment of a special entry and exit regime, restricts the movement of vehicles, and allows for document checks, inspections of vehicles, and their cargo. Moreover, the legislation gives the right to temporarily use or requisition vehicles from individuals and legal entities for defense needs. In such cases, a special document is issued to the owner, allowing them to return the property or receive compensation after the end of martial law.

However, it should be noted that although the martial law regime allows for the aforementioned measures, it does not mean that all of them will necessarily be implemented.
