Tomorrow, Phantom Police Cars Will Appear on Ukrainian Roads for Covert Patrolling en

On January 25, so-called phantom patrols will appear on Ukrainian roads, whose crews will ‘catch’ violators right in the flow. These police cars have no distinctive markings and, at first glance, do not stand out. But there are nuances.

Last summer, TopGir talked about and clearly showed how to identify phantom police cars of covert patrolling. But the first and main rule is to pay attention to the Skoda Kodiaq. After all, today, this model (and only this one) can have special equipment to monitor violators. But in the future, brands and models of cars will not be openly named because it contradicts the concept of using such systems.

It is worth noting that in the second half of 2021, these cars could be found on public roads, but at that time it was a ‘test’ for real conditions and, in many ways, resembled a ‘scare tactic’, as phantom patrols were not actually taking any measures.

But tomorrow, covert patrol crews will start monitoring compliance with traffic rules and passing on information about vehicles whose drivers violate traffic laws to on-duty patrols.

According to the press service of the Ministry of Internal Affairs, these cars are equipped with speed control systems for moving vehicles, which provide the ability to measure speeds both while the phantom is moving and when the phantom is stationed at a certain location. After recording a violation, number plates are read and recognized, followed by checking in databases.

After recording and checking in the database, metadata with information is sent to the automatic recording system, which automatically processes the corresponding metadata and forms rulings on administrative offenses. In such a case, the vehicle owner or the designated user is held accountable.

Almost all speed violations will be recorded automatically without stopping the offender’s vehicle. Not in automatic mode, traffic rules violations will be recorded by a special vehicle using two video cameras with which the vehicle is equipped. They have the ability to record traffic violations occurring in front of and behind the service vehicle.

As a rule, this will happen quite rarely and will concern only the most daring and dangerous traffic rule violations for road users, which inspectors will notice during Phantom patrolling. For example, running a red light or crossing a double solid line, where it could really lead to serious consequences.

According to the Ministry of Internal Affairs, the purpose of introducing this police innovation is not to increase fines, but prevention. As of today, four special ‘phantom’ cars in Ukraine are ready for patrolling. This year, the purchase of 30 such special cars is planned, and in 2023 – 110.
