The Cabinet of Ministers has clarified the procedure for the departure abroad of military liable drivers. The corresponding government resolution №615 has already been published and entered into force.
Two categories of military liable citizens can travel abroad during martial law. The first category is drivers who transport humanitarian aid and medical cargo for the Armed Forces and other military formations, as well as the population of Ukraine.
Information about such drivers must be contained in a special database, which is administered by Ukrtransbezpeka. Information is entered based on letters from the following organizations:
- military or law enforcement agencies;
- military administrations;
- medical institutions;
- senders or receivers of humanitarian aid.

The request for crossing the border should be submitted to the regional military administrations or to the Ministry of Infrastructure (via email [email protected]). Drivers are included in the system for 6 months, but they can stay abroad for no more than 30 days. If this period is exceeded, the permit is canceled.
The second category is drivers of commercial organizations that have a license for international transportation. Their data must also be entered into the Ukrtransbezpeka database and the purpose of the trip should be specified.
These drivers can stay abroad for up to 45 days. However, there are additional restrictions – only release trucks weighing more than 3500 kg or buses. Only one driver is allowed in a truck, and two in a bus.
