by The customs clearance of cars with European license plates is progressing, but not as quickly as one would like. Many car owners complain about the inspection and correction of the customs value of cars. The Ministry of Finance and the Verkhovna Rada Committee on Tax and Customs Policy have taken up addressing this issue. 
The head of the committee Nina Yuzhanina in Facebook talked about the prepared changes to the Temporary Procedure for Customs Clearance of Vehicles. They are aimed at simplifying the customs clearance procedure and, accordingly, reducing queues at customs.
The new rules instruct customs not to inspect and not to alter the value of a car if its owner provides official documents – a purchase agreement, bank payment documents, or copies of customs declarations from the country of dispatch of the car. In other cases, customs officers will retain the right to inspect and adjust the customs value based on price information from the country where the car was registered.
