by Have you already read today that the Verkhovna Rada adopted the law on cars with European license plates as a whole? After its adoption, some were delighted, while others were outraged. But regardless of the reaction, it can already be stated that, again, some will win, and others will feel deceived.
If briefly, the essence is that draft law No. 8488 on amendments to the Customs Code proposes to register the ‘baly’ within 90 days after the adoption of the Yuzhanina Law with a 50% excise discount.
At the same time, quite severe fines are also provided. Namely:
- Fines under article 470 of the Customs Code for exceeding deadlines in the “transit” mode, which now amount to a maximum of 8,500 hryvnias (more than 10 days), will be increased on the following scale: delay of 10-20 days – 8,500 hryvnias, 20-30 days – 85,000 hryvnias, more than 30 days – 170,000 hryvnias.
- Fines under article 481 of the Customs Code for exceeding deadlines in the “temporary import” mode.
Now they amount to a maximum of 17,000 hryvnias, but will be 17,000 (10-20 days), 85,000 (20-30 days), and 170,000 (more than 30 days).
- In article 469 of the Customs Code, deputies stipulated that transferring a personal car on “baly” to a person who did not import it will be punished with a fine of 34,000 hryvnias.
- In article 121 of the Code of Administrative Offenses of Ukraine, responsibility for drivers of “eurocars” is also introduced. Driving a “delayed” car will be punished with a fine of 8,500 hryvnias, for a repeated violation, the driver’s license can be confiscated and fined 17,000 hryvnias.
- The National Police is allowed to stop drivers to identify “delayed” cars and establish the fact of illegal management of such cars. After this, the information will be sent to the tax and collection authorities.
- Customs officers will also receive information about the entry of “eurocars” from the State Border Guard Service.
