Is there a fine for the absence of mudguards

About ten years ago, it was not uncommon for drivers to be fined for the absence of mudguards. It is believed that some traffic officers tried to make money from this, and we once wrote about it. Is there a fine for the absence of mudguards

Now we decided to find out how the situation is now and whether there is a risk of getting fined for mudguards. It turns out that such cases, though rare, still occur. For example, blogger Zpsanek tells about it – he was stopped by the police precisely because of the absence of mudguards.

Therefore, we consider it necessary to remind the provisions of Ukraine’s Traffic Rules:

31.4. The operation of vehicles is prohibited according to the legislation in the presence of such technical malfunctions and non-compliance with such requirements:

31.4.7. Other design elements:

e) the bumper or rear protective device, dirt protection flaps, and mud flaps provided for by the design are missing. This means that the key fact is whether mudguards are provided in the car’s design. Nowadays, many models come from the showroom without them, and installing or not installing mudguards on a car is a personal matter for the driver.

And this is precisely the rock-solid argument in a dispute with a police officer (or already in court). However, if mudguards are supposed to be in the car, then their absence is a legal reason for drawing up a report. By the way, the fine for mudguards has not changed for years and amounts to 340-425 hryvnias.
