Buying and selling cars in Ukraine during martial law is possible. The procedure was clarified by the Cabinet of Ministers, issuing resolution No. 190 dated March 4, 2022.
Since the service centers of the Ministry of Internal Affairs ceased operations during martial law, you can buy a car in Ukraine, but you cannot register it. Therefore, the government provided a deferment – vehicles can be registered within 90 days after the end of the martial law regime in the country as a whole or in specific regions.

During this period, information must be entered into the registers about the receipt, transfer, sale of vehicles and their components having identification numbers.
Earlier, the Cabinet also allowed the use of expired driver’s licenses until the end of martial law, as they need to be replaced at the same service centers of the Ministry of Internal Affairs.
