Since the introduction of preferential customs clearance rules for cars on euro plates, just over a year has passed. And since January 1, the last deferment for owners of ‘euro cars’ granted by the Verkhovna Rada has ended. Auto-Consulting analyzed how the new rules have affected the used car market in Ukraine.In the segment of used cars, 2019 was a record year – over 400 thousand cars passed the first registration. This is four times more than new cars in the same period.And if at the beginning of 2019, the growth was driven by customs-cleared cars on euro plates, then in the second half of the year, the import of used cars took the lead. The highest figure was recorded in November – 28,377 units.Interestingly, in 2008, when a record 623 thousand new cars were purchased, almost no second-hand cars were imported – only 3,289 units.
Domestic resales in the country amounted to 400 thousand cars.In 2016-2018, the volume of import of used cars gradually increased to 120 thousand units, but domestic resales practically did not change – 442-487 thousand cars.However, in 2019, they immediately jumped to 596.9 thousand units, almost 65 thousand of which were in December. That is, almost 200 thousand customs-cleared foreign cars were immediately resold.
Notably, in 2020, the secondary market continues to grow. In January, 23,858 used cars were imported – 81% more than a year earlier. Domestic resales amounted to 67,882 units.The structure of the used car market has also slightly changed. In 2018, the majority of imported cars were old euro plates:Cars older than 15 years – 32%Age 11-15 years – 38%Age 6-10 years – 17%Age 3-5 years – 10%Age up to 2 years – 3.5%Currently, the situation is somewhat different:Cars older than 16 years – 27%Age 11-16 years – 31%Age 8-10 years – 15%Age 6-7 years – 9%Age 3-5 years – 15%Age up to 2 years – 3%
