How Much Tax Owners of Expensive Cars Paid for 2025

In Ukraine, they calculated how much the transport tax from owners of expensive cars brought to the budget. For January-October 2025, owners of “elite” passenger cars transferred 200.4 million hryvnias to local budgets. This is more than last year — revenues increased by 2.6%, or by 5.1 million UAH.

Interestingly, individuals paid 97.8 million UAH, and legal entities — 102.6 million UAH. That is, businesses buy luxury cars even more actively than private owners. Coincidence?

The largest amounts were received by the budgets of:

  • Kyiv — 60.2 million UAH
  • Dnipropetrovsk region — 18.9 million UAH
  • Odesa region — 15.8 million UAH
  • Kyiv region — 14.6 million UAH

For scale: for the entire year 2024, owners of expensive cars paid 220 million UAH. And this means that in 2025 the figure will almost certainly be even higher.

Let us remind you that the transport tax is an annual fee of 25,000 UAH, which applies only to certain cars: no older than 5 years and costing from 375 minimum wages (in 2025 — over 3 million UAH). It is these that are considered “elite” for tax purposes.

For 2025, the list included 1362 models — from Aston Martin and Bentley to Porsche, Lexus, Land Rover, BMW and even top versions of Toyota. The list is updated annually by the Ministry of Economy.

For communities, this money is an important source of development. The entire transport tax remains entirely at the local level and goes towards road repairs, street lighting, landscaping, and other infrastructure. That is, those who can afford a car costing 3+ million are actually helping to finance the basic needs of the community. However, the paradox is that not all elite cars made it to the list under the “luxury tax”. For example, Ferrari and McLaren are not there, and they cost not 3 million hryvnias, but significantly more…
