These photos were published on Facebook by Ukrtransbezpeka of the Khmelnytsky region. The Tata minibus with Polish plates runs between the district center Polonne and the urban-type settlement Poninka.
For violating Art. 57 of the law “About automobile transport”, the carrier was fined 17 thousand hryvnias.

Honestly, the uncustomed Tata is surprising. Yes, we understand that it costs almost nothing in Poland, but a private carrier is not a poor citizen who has no money for a newer vehicle. Moreover, we should not forget that Ukrainian Etalon makes buses on the Tata chassis.
