Today we have already written about what restrictions motorists might expect with the imposition of martial law. Now, more specifics can be provided regarding the residents of the regions where the special regime will be in effect, as voted by the deputies of the Verkhovna Rada.
And although we are an automotive site, we find it necessary to write about this, as the imposition of martial law to some extent concerns all residents of Ukraine. It should be noted, according to Poroshenko, that martial law in certain regions of Ukraine will only be applied in the event of a ground-based Russian military aggression. The Decree applies to the following regions:
- Vinnytsia
- Luhansk
- Donetsk
- Mykolaiv
- Odesa
- Sumy
- Kharkiv
- Chernihiv
- Kherson
- Internal waters of the Azov-Kerch area.
What Martial Law in Ukraine Means
- During the imposition of martial law, the following measures may be introduced:
- Utilizing the capacities and labor resources of enterprises, institutions, and organizations of all forms of ownership for defense needs, changing their operating regime, making other changes to production activities, and working conditions in accordance with labor legislation.
- Introducing a curfew.
- Establishing a special regime for entry and exit, limiting the freedom of movement of citizens, foreigners, and stateless persons, as well as the movement of vehicles.
- Checking citizens’ documents and, if necessary, inspecting belongings, vehicles, baggage and cargo, service premises, and citizens’ homes, except for restrictions set by the Constitution of Ukraine.
- Prohibiting the holding of peaceful assemblies, rallies, marches, and demonstrations, as well as other mass events. The right to free movement may be restricted.
- Property rights may be restricted through the forced alienation of property from individuals and legal entities for defense needs.
It should be noted that the law provides for compensation for such expropriation, as well as the return of property if it is preserved after use during wartime.
- Some labor rights are also somewhat restricted due to the introduction of labor duties. However, the law provides for social protection, the right to rest, and a minimum wage.
- Such fundamental human rights as the right to life, respect for dignity, freedom and personal integrity, equality before the law, and the right to housing cannot be restricted during martial law.
- In wartime, elections, referendums, strikes, and amendments to the Constitution are prohibited.
- Failure to comply with the legal regime of martial law entails responsibility.
Does this mean that all these measures will be applied soon and mandatorily? No! Hopefully not. But it should be noted that the martial law regime in the regions of Ukraine bordering Russia will be in effect for 30 days from November 28.
The reason was the conflict with Russia in the Kerch Strait.
