Soon, the Verkhovna Rada may consider the bill concerning cars with Euro plates. It has already been approved by the parliamentary committee on customs and tax policy.
The author of the bill is Deputy Oleksandr Kovalchuk. He proposes to reintroduce a 180-day period of preferential customs clearance. It will apply to cars with Euro plates imported into Ukraine before December 31, 2020.
The bill proposes zero duty on cars, and VAT is to be calculated from the excise amount, not the cost of the vehicle. There are a number of conditions as well. For example, the car must meet the Euro-2 emission standard or higher. In addition, one citizen will be able to register only one vehicle.
Interestingly, the organization “Auto Euro Force,” which advocates for the interests of owners of such vehicles, is not enthusiastic about the bill. They claim it is only a temporary solution, and after the preferential period ends, the customs clearance issue will not disappear, and people are put into unequal conditions. Meanwhile, the police are already actively fining owners of cars with Euro plates.
